The Challenge

The NHS Commissioning Board is to support transformation of services and systems that lead to improved outcomes for people’s health and healthcare in England. These changes must meet the Secretary of State’s four tests that there is:

support for proposals from clinical commissioners;
strong public and patient engagement;
a clear clinical evidence base; and
consistency with current and prospective need for patient choice.

Because this is the first mandate, and the start of a new system of commissioning, we are working to stretch NHS ambitions and convey the spirit of Wellness Recovery Action Plan. We want a WRAP mandate to set a clear sense of direction and challenge to the board. The Government will be interested in quantitative and qualitative evidence that can be objectively measured and, wherever appropriate, independently reported.
